Bolivian Constituent Assembly at a Crossroads
Sucre, Nov 4 (Prensa Latina) Bolivians' tendency to solve their
problems nearly on the edge of a precipice was confirmed on Sunday,
because just a few hours before the resumption of the sessions of the
Constituent Assembly, the forum's venue is still a mystery: Sucre or
Oruro?
The plenary sessions are scheduled to open on Monday, according to a
decision made by the Political Council last week. However, on other
occasions, that forum has announced the resumption of sessions, but
they have been cancelled due to antagonistic positions.
The final meeting between the Inter-Institutional Committee of
Chuquisaca and the three commissioners of the Council will be held on
Sunday to try to reach an agreement on whether the so-called full
capital of the country will be Sucre or La Paz.
After lots of meetings, Sucre agreed to host the reopening of the
sessions if the capital issue was debated and solved on the first day
of debates, a condition that has delayed the solution of the problem.
Besides, the Emergency Committee of La Paz ratified that it would not
give away the Executive and Legislative powers, although it said it
would consider some definite and official alternative on the issue.
As both parties try to agree on their Byzantine discussions, time is
running out and the December 14 deadline to deliver the new
Constitution is approaching.
